I'm not that familiar with the drawing of the sc, but it might be the thing that's causing the FPS drops. I recommend setting your in-game settings low, closing background processes and maybe disabling drawing as well.

you should change the fps high graphic setting league of legend / also try Disable DX9 option or use borderless screen
if you disable dx9 option cheat enable to DX11 setting

buy better pc/laptop.. if got no problems since if bought a game laptop
yep, try instal custom maps this is very good option
