also check your windows defender sometimes it might mix the things up lol

u need to get a pop up in wich u allow the program to bypass firewall, if not, disable firewall

can you add a screenshot and try to delete everything in% temp% folder
windows defender might be causing this, always turn it off after turning your pc on 
remove old file, update framework an run as administrator solve this issue in most of the cases

Yep run as adming it should be work
Disable anti virus and Win Defender. Download the new version and install as Admin

delete all script folders and download again, don't forget to check if netframework are installed

When you open a load, download is do automatic, see in the folder that you opened your loader.
