I think Katarina. Katarina is already one of the toughest heroes to play and if the developers succeed in slowing down the gameplay, she could be both hard to play and not worth the time. She is quick and gets to toss daggers everywhere. Veterans make the combat loop look buttery smooth.
But what she has to do is everything but smooth. By tossing and picking up her daggers, players will have to make some extraneous movements, occasionally allowing their targets to get away or fight back against her. Experts need to decide if a dagger is worth picking up or not and that answer varies wildly depending on the situation.
