My PC is limiting fps in 60 when full screen mode and no borders in lol

Try looking for some fps unlockers, there plenty ones over the internet.

I think theres something in the settings where you can limit your fps. Hope it helps

If you did not did it yet, resett you League of Legends confis to default. If the problem persist, check you GPU driver controllr (like NVIDIA Panel) and see if there is no V-sync enable there for games in fullscreen.
What you are getting is a issue with v-sync, for sure.
And if you can't find the problem, just run the game in "Bordless fullscreen moede". If the same as fullscreen, even better I think.

depends on what your resolutions is
can your pc run the game on a higher FPS
did you lock your game to match your monitors refresh rate (if the monitor is only 60 Hz) (thus limiting fps to 60)
but it makes sense that your Hz == fps
