Patch 13.11 brings significant item alterations to League of Legends. Some items like Ghostblade were a bit overpowered, so they will be nerfed, while items like Dusk Blade and Static Shiv, which have been weaker, will receive buffs. Additionally, the mid-scope update for Rel is dropping this patch. With the help of our Challenger players and recent data analysis, we present to you the 13.11 SoloQ tier list.

Alright, now let's dive into the item changes for Patch 13.11. Here are the important ones:

🔸 Dusk Blade: The passive damage amplification is being increased from 15% to 20%, and the health threshold for maximum damage is raised from 20% to 30%. These buffs make Dusk Blade a viable pickup, especially with Ghostblade being nerfed.

🔸 Kraken Slayer: This item, previously niche and weak, is receiving several buffs. The damage type is changing from Magic to physical, the damage per on-hit is increasing from 20 to 35 scaling to 85, the AD ratio goes up from 60% to 65%, and the AP ratio increases from 45% to 60%. While still niche, it becomes a better third or fourth damage option.

🔸 Moonstone: This item, overshadowed by Echoes of Helia, is getting buffs. The chain heal is increased from 20 scaling to 35 to 20 scaling to 40, and the single heal goes up from 15 scaling to 25 to 15 scaling to 30. Soraka benefits from these buffs, but other supports may not find it as appealing compared to the alternatives.

🔸 Quick Blades: With AD increased from 60 to 65 and ability haste reduced from 20 to 15, Quick Blades users like Xayah and Lucian will see a step forward. Galeforce being nerfed also contributes to their viability.

🔸 Static Shiv: Performing poorly, Static Shiv receives buffs. Energize damage increases from 60 scaling to 170 to 80 scaling to 190, and minion damage goes up from 220% to 250%. ADCs like Sivir and Tristana running Static Shiv in Patch 13.10 will benefit from these indirect boosts.

🔸 Ardent Sensor: The bonus attack speed is significantly nerfed, dropping from 15 scaling to 30 to a flat 20. Enchanters like Lulu and Janna, who heavily rely on Ardent Sensor, will feel the impact.

🔸 Echoes of Helia: This item receives much-needed nerfs. Healing per Shard is reduced from 20 scaling to 100 from levels 1 to 18 to 20 scaling to 100 from levels 6 to 18. Damage per Shard also sees a decrease from 30 scaling to 200 from levels 1 to 18 to 30 scaling to 180 from levels 6 to 18. Champions relying on Echoes like Soraka and Sona will be affected.

🔸 Hurricane: The bonus magic damage on-hit is halved, dropping from 30 to 15. Champions like Kog'Maw and Xayah, who often build Hurricane, will need to adjust their strategies.

🔸 Galeforce: Active damage and maximum execute damage are both reduced, along with other changes. Many champions, especially combined with Stormraiser, relied on Galeforce, so these nerfs will have a cumulative effect.

🔸 Stormraiser: The AD on the item decreases from 55 to 50, and energized damage drops from 25 to 15. Champions like Jinx and Aphelios, who benefited from the Galeforce and Stormraiser combo, will likely see a decline.

🔸 Ghostblade: Far and beyond the best lethality Mythic in Patch 13.10, Ghostblade receives significant nerfs, lowering the bonus lethality from 8 scaling to 20 to 3 scaling to 12. Other changes, including haste and passive stack distance, make Ghostblade more balanced. Dusk Blade's buffs will likely bring more variety in Mythic choices.

🔸 Renekton: With Prowler's Claw removed as a Mythic item, Renekton has seen a decline in strength. Riot is buffing him for Patch 13.11, reducing his E cooldown from 18 scaling to 14 seconds to 16 scaling to 12 seconds and his R cooldown from 120 at all ranks.

🔸 Trinity Force: This item is looking strong but still underrated. Champions like Camille benefit from its power and move up the tier list. Jax may also find a spot in the op tier.

🔸 Akali: Her Q damage is increased by 10 at all ranks, which is a significant buff. Akali is expected to solidify her position in the B tier with this change.

🔸 Twisted Fate: W cooldown decreases from eight scaling to six seconds to six seconds at all ranks. This change improves his early to mid-game performance, pushing him back to the A tier.

🔸 Aurelion Sol: With Ghostblade users nerfed, mage mid-laners like Annie and Ahri gain more priority. Talon and Zed, who relied on Ghostblade, move down the tier list.

🔸 Kalista: Finally, Kalista receives changes she desperately needed. Base health increases from 574 to 600, and her E cooldown changes from 14 scaling to 8 seconds to 10 scaling to 8 seconds. These adjustments solidify Kalista's spot in the B tier.

🔸 Ophelios: He is being nerfed as his win rate reaches 48% in solo queue. His attack speed growth decreases from 1.36 to 1. Jinx also suffers from the Stormraiser and Hurricane nerfs, making her less favorable compared to other options.

🔸 Twitch: Twitch joins Karthus and Kog'Maw in the op tier, benefiting from Dust Blade buffs. He and Kog'Maw are the only ADCs that remain strong after the recent changes.

🔸 Rel: Rel receives a significant overhaul with changes to her passive, abilities, and ultimate. Her E no longer stuns but transfers the effect to her Q. Her W loses the movement speed boost, which is now added to her E. Rel's new kit enhances all-in plays and makes her a formidable enchanter.

🔸 Soraka: With Moonstone buffs and Echoes of Helia nerfs, Soraka becomes one of the better enchanters. Expect her to rise in power.

To climb quickly in low ELO, consider adding Heimerdinger, Nami, or Zyra to your support champion pool. Recommended bans for supports include Rakan, Blitzcrank, and Yuumi.

They are also fixing the interaction between kraken slayer and rageblade where kraken's passive would apply way later when you had rageblade. This means that kraken + rageblade can be viable now for champs like vayne
