I have only an i5 6600 and 960Ti hope it will work fine 
Scan your computer with an antivirus, maybe you have viruses / miners and they load the system
it's known but check drivers mate. also your case's material may effect.

check or change the thermal paste, try to change the location of the pc

bro how much fan do you have? use normal cooler, gas or water? you need check a few variables to try to find the issue

Check the thermal paste of all components, clean all your pc, boot it in safe mode and check if it gets hot, if the problem persists just change your coolers

don't laugh but i swear u can put a normal cooling fan... i tried everything and i solved with that during the summer

thermal pad for sure.. check it and tell us what was the problem
my gpu is the same problem 80 - 83
See if its clean the exits of air, and try to use speed fan software to see if you can rise the speed of the fans
