Depends on what game, if you wanna play latest AAA with max graphic, use a PC, you can also use a laptop but be ware of heat. As for phone, not much said, card games are good like yu gi oh or hearthstone. Im an ex IT sales so yea i have some exp.

for pubg i prefer mobile because pubg is to heavy game which is only for mobiles if you run this at you wil face to much lag also there is not a good bulets connectivity in pc but in mobile just fire and down the enemy
