I use an apu less powerful than your system specs and I get stable 55-60 fps on 720p. Are you using a laptop or a PC? Overheating can affect performance especially in the case of a laptop.

i use a spare laptop with spec i5 7300hq gtx1050 4gbvram 8gbram ddr4 2400mhz, i managed to get 60 fps. its all about ur setting i guess. Nonetheless, my pc even get 60fps all the time without changing the setting. But of course laptop needs a little tune on the setting

CPU plays a major role in Frames Per Second... Have you tried windowed option? I know it's not so cool to play that way but... you seem to have tried all possible options. I don't think there's other option than GameLoop...

I read a lot of Bluestacks, true its a nice Emulator but not the best out there.

inbetween nox and bluestacks, i prefer bluestacks. but you can try lowering your resolution ratio aswell

Try to use borderless window mode, don't use too many open applications like your browsers, so you don't use as much of your CPU
