If you want to increase your FPS you need to make sure all your drivers / windows is up to date. Next you want to make sure the game is properly optimized, choose appropriate settings. Next you want to make sure there are minimal amounts of background programs running. Shut down everything in the background you don't need. Also you can try a custom boot like ghost specter to remove windows bloatware and free up cpu / gpu usage.

There is this only software, HiAlgo Boost, it only works on DX9 games, and his fuction is to cut the rendering resolution to 50%, whic increase you FPS a lot.
Other than this all you can do is low the usage of CPU/GPU of process other than the game, disable windwos visual effects and such.
