Make sure turn off your antivirus and if it still maybe you can try to reinstall your windows

1- Adblocker, Windows Security, Antivirus programs, Riot Vanguard and FaceIT Anticheat close them all.
2- Install this two programs down below

3- Clear %temp% , temp and prefetch folders.
4- Gameloop -> Settings -> Engine Settings -> Choose DirectX+.
