1. we can say that the hack is safe, we can't say its undetected and no developer takes the guarantee, right? because it depends on your playstyle. I've seen people climbing upto immortal rank, few have grinded to diamond and they still are using the hack. I can give you my opinion, play safe and avoid getting reported. No one can say that the hack is undetected all the time.
2. I think, they are going to check through your IP addresses, if both meet then there is no danger.

I am not a moderator but still you can confirm from staff, I am just giving you my opinion

Think of your PC monitor, hard drive, graphic card, and other parts as having a license or number associated with them, the spoofer changes all those for you. When you change your info you won't get an HWID Ban.
