I'd say if you're on a tight budget, go with a prebuilt with atleast an i3-10100f and a gtx 1650 super. I'm usually against owning a prebuilt for obvious reasons such as defects, but seeing as the gpus all have crazy prices now because of scalpers, your best bet would be a prebuilt with those specs
the question at this moment is very complex, very expensive components, I would not advise you to assemble a computer now, it is better to wait until the miners calm down.
Like everybody is saying, yes it depends on your region.
But right now everywhere you look the price of components are higher than what they should be because of the pandemic.
If you are desperate for a computer I suggest you use pcpartpicker as they show you the best prices currently for something
But some small retailers don't show up on there so you should also scout the web if you are not happy with the price
I recommend you wait till the end of the year because then all the new stuff has come out and people will sell their old parts for cheap so you can get a good deal
