There are a few ways that you can try to bypass the copyright issue on your college video application. One way is to try to record the video with the help of obs, but if that doesn't work, you can try to cast your screen from your android to your laptop and then try to record it that way. If all else fails, you can try to find a work-around by searching online for a solution.

Turn off Chrome hardware acceleration setting.
obs can record if you turn off the setting.
This is the exact solution to the problem.

Chrome may need to be reinstalled or its hardware acceleration disabled.

There are some sites that don't allow you to download the video content. Mostly educational websites don't allow it. There are some paid extension that will be probably helpful but it's paid bro
