I think people hate it beacuse they can be tilted for a champion, deaths and other things
Other than that they can love beacuse it can be a rewarding game like hextech chests or skins

Also, you don't need to spend a single penny to enjoy the game fully. You can earn game currency by playing and winning, which can be used to unlock new heroes. You only need to spend real money if you want to buy the different skins or invest heavily in "runes".
But none of these are crucial or game changing; you may be a devastatingly dangerous player without having any runes or using any skins.
