I'm one of those who suffers from bad internet, here some tips that can fix it just a bit.
1 press on windows bottom and go to Ethernet net setting> go to wif or whatever you are using right click then properties> click on configure and advanced and after that disable few things u don't need

Gigabit master-slave mode = auto detect
interrupt moderation rate = disable
interrupt moderation = disable
ipv4 checksum offload = disable
jumbo packet = disable
large send offload v2 ipv4 = disable
large send offload v2 ipv6= disable
log link state event = enable
max ... number of RSS queues = set it to max if not already
Ns OFFLOAD = DISABLE
packet priority and vlan = enable
PTP hardware timestap = disable
Recieve buffers = set to max which you could select
transmit buffer = set to max also
receive side scaling = enable
reduce speed on power down = enable
sofware timstamp = disabled
speed and duplex = auto negotiation
TCP checksum offload (ipv4) = disable
TCP checksum offload (ipv6) = disable
UDP checksum offload (ipv4) = disable
UDP checksum offload (ipv6) = disable
wait for link = auto detect
wake on link settings = disabled
wake on magic packet = disable
wake on pattren match = disable}}}
