The "route" I speak about it not the hardware (router) you have on your house, the "route" im speaking about is the way the data goes from your house to RIOT games. If your ISP if putting you in a rount with a lot of traffic or even a deffective route, your conenction will be like you described; a low ping but a feeling of high latency. It is called packet loss.

i get 50-62ms in game and in lobbyYou can change the server or restart your router if its possible and for my opinion "64 ms" is considered as high ping, because in game it sometimes increasing around 70 ms depend on your connection strength.Even though, the server says its 64 ms but still the server sometimes keep changing and not stable.
