Notbooks tend to be more expensive and perform far below Computers. I believe that the best option if you have no way to buy new parts, is to research the used and imported market. A good search will save you a lot of dollars.

to have more fps, you need a better video card, and for games there are enough 4-6 cores quietly. So I would put the gtx 1070-1070ti and enjoy 200-300 fps, random i3 with turbo boost up to 4ghz to overclock and generally super
