Yeah, i was thinking of CPU first because GPU prices are too high right now.. I was also thinking maybe i should save up and buy i9 instead of i7your cpu and your gpu you need to start with thos firstly

A bit late to the party as i see that topic started a month ago.
Per-Core performance is pretty much on pair with R7 3700x, however all-core performance R7 3700x eats your intel just by sheer number of cores.
Games that utilize all number of cores, specially more than 4 are still rare and we are talking about AAA titles that released around 2020 and onwards.
That i3 that you have is decent CPU if you are using it only for gaming and dont want to have additional tasks in background like OBS etc etc.
With current, bloated prices, going after either CPU+Mobo or GPU will make a good dent in your wallet.
I would say, if its not urgent, necessary or youre not experiencing any hardware issues - stick with your current PC, slowly pool money and check from time to time your adds, maybe you will fish out some quite good deal. Worse case scenario - you dont fish out any deals before you manage to collect money for the upgrade.
Other than that, despite my inner gaming nerd screaming - "GO WITH THE GPU FOR MOR GAINS WRAAAAAAAA!" I would suggest to go first with CPU+Mobo upgrade as, on your current config, RTX 2k series would be bottlenecked by your CPU, Not gonna bring RTX 3k series at all. xD

for me i bought my gpu for last. cuz gpu was really overpriced what i did was wait for my rich friend to do his gpu upgrade and bought for almost free his old gpu

your rig is decent use 240 hz if u have spare, and buy any other else that u want because its more advanced for this gen
