its a roaming champion you can play tf in D+ before that you can't you gonna be useless panth has the same idea but he's super good in early game and 90% of low elo games gets decided in the early game

IMO he's not that strong , easy to get gank in lane, very hard to solo kill your opponent, and his late game fall off is pretty bad, get destroy by most assassins champ at 6 . Even if you happen to get fed early/mid game u just get run down and one shot without zhonyas. You need to have decent macro to make use of this champ and there's way better champ to climb than him.
