Aphe is probably one of them, learning his gun rotations is completely preference based and differs from each individual's playstyle, but if you could familiarize yourself with it and create your own setups then he is extremely high tier usage.

I would say Draven as Draven is very high-risk/high-reward champion, that requires preicse movement

Also this, Aphelios is very difficult to learn at first, I would say like 20 games of intense focusing on gun rotations, but as you learn about his gun rotations, he becomes very easy to play and is like medium-risk/high-reward
