Bordeless mode, DX9 legacy on.
And some champs has this issue(JinxDefault if I remember correctly has this issue as well as Irelia when there is a lot of minions AND enemies), there is no fix for it since is the script itself that is outaded/broken.

Try dx9 legacy option and borderless mode, it help me alot.
i think its cuz of the direct x verion. try changing it

U have to install dx12, it is the lastest one.

If u have an amd graphic card install radeon adrenaline software and update all ur drivers .
