no of course, if anti-cheat evolves cheats will also evolve accordingly. With the advancements of AI there will be skill prediction cheats trained on professional lol player's gameplays. And these cheats will only do pixel reading without accessing to game memory, so they will be undetectable until Riot finds another way like preventing mouse/keyboard events from other programs...

To bypass it not easy it need a kernel mode driver.
yeah most likely only the private ones will work unless the provider is dedicated to make the cheat for free
