Maybe u have any virus like miners on ur PC, u can try check it by adwcleaner..

Wow thx for fast replay i didn't have antivirus just windows defender and i shut it off and fire wall too
download all runtimes from 2004 to 2019 , clear all caches , restarted more than 10 times , every time i download again
