There was actually a frequency issue with the capacitors on the back side of the PCB for the 3080 ROG that caused some users to crash. So until they fix that problem I would say go with the TUF. They've replaced some of the cheap capacitors with expensive ones. I highly recommend going for the TUF.
Your temps are a bit high, 80C is pretty high, but one thing you can do is turn off the fan throttle. Use something like MSI afterburner or similar software and set your fans to 100%. It might cool it down a little bit.
I usually don't recommend i5's, but for the GTX 1050 probably one of the best CPUs could be the i5 8000 series. Something like the i5-8600k would work. Unfortunately it is ~2000 TL, so not sure what your budget is. Otherwise the AMD that NightWare linked will work well (cheaper too).
I agree with this 100%, it is never too late to begin learning. I have a close family member who is 60 years old and just got their PHd. So the only limiting factor is yourself. If you want to learn you can always learn it.
I don't know if you have already purchased it, but I agree with others, stay away from the i5. I do think the Ryzen 2700x isn't that bad, 8-cores up to 4.3Ghz, would have no problem gaming. Good luck, hope you find the one you want.

Is it constantly at that usage or intermittent? Is defender running an active scan? I know NightWare said he wouldn't recommend turning off defender, but turn it off and see if the memory usage goes down. If it does then we know it is caused by defender and not something else.

You shouldn't see any significant issues. Like NightWare said re-writing an SSD can decrease its lifespan, but that depends if you have one. Also most modern SSD's protect against this so you should be ok.
What is wrong with the menu? It's just imgui... doesn't matter, VAC bans typically for writing memory and other features not due to the menu. Is there actually an issue with the menu?
Yeah I agree, I think the fact it is pretty much available to everyone means it will get detected faster. Maybe if they do implement an approved member + version it will be better. For right now all we can do is wait.
