Maybe your antivirus is working fully. you have to turn off your antivirus and the firewall. I was having the same problem so I installed a new windows and its working fine.

I got banned multiples times because I played so brutal. No matter how is your settings you'll still get banned if you play brutal. I used to play hiding in the grass and killing enemies though I couldn't see them without the Xray.
