Not entirely, the main way people check I believe is the game will give your party members a warning when you queue for a map if anybody in that party has a lower trust factor than you.
There's a cheat for CS:S that's been undetected publicly for around 3 years now, it's on UnknownCheats. I doubt they're doing anything in CS:S anymore.
Trust factor to my knowledge is almost entirely based on ARP Router Macs. If you've cheated in the game in the past and gotten bans on different accounts then your trust factor will go down. You can partially improve it by putting money/time into an account; Play the game alot, Get commends...
