make sure your ad blockers are turned off also make sure your the right group role on the forums for the script but yea i had that type of problem and my ad blockers caused it
your motherboard may need replaced but check your bios as it has been stated to adjust to max speed if that doesn't fix then i would look into grabbing a better board sorry to say
Try and ensure drivers are updated as well as try adjusting game settings to lower graphics or try lowering display resolution another cause for fps drops is bottle neck hardware if the cpu is bad it will slow down a gpu etc and vice versa may need to update your GPU or try and reformat the OS...

A ssd will give you faster load times in games and other applications a HDD will be slower but still does the job, A hard drive will take a few mins or seconds depending on whats on them to boot a pc but a SSD can boot in legit 1-2 seconds compared to a HDD 5 to 10 or longer
when you say powerful cpu what are your pc spec's in regards to high disk usage that could be a failing hard drive causing the cpu to burn more time to process or try and process but without spec's i couldn't really give advice...
