dunno, but some pcs have turbo modes, like it just goes full throtle, make sure its enabled ? specially laptops. try that. Also make sure your game is running full performance instead of quality/battery/energy saving modes.

16GB of ram is sweet spot nowadays, having 8GB of ram can downgrade performance in some games that require higher amount. More random allocated memory can also mean faster loading, less fps drops.
