I recently bought MSI Optix MAG251RX, I can recommend, it's 1080p 240hz IPS panel, 1ms response time, best for gaming.

Chrome is decent, but if you want better performance, I would recommend firefox browser.

If you starting with programming, you're new, go C# better, java is a difficult language and requires more time to understand.
