2 days before 14.4 patch notes and Riot will update about Vanguard rollout. Riot can delay it to 14.6 or can release it on 14.5 also 14.4 no longer support windows 7,windows 8 and windows 8.1

2 days before likely on PBE with 14.5 beta cycle. Only for the windows port not the mac port.
