I use an apu less powerful than your system specs and I get stable 55-60 fps on 720p. Are you using a laptop or a PC? Overheating can affect performance especially in the case of a laptop.

I use a Kingston 240gb ssd, not the best in the market but worth the price.

Just lower the settings to 720p and you will get ez 60fps
