My windows defender and firewall is already turned off and my pc got reinstalled like 2 days ago so Idk what's causing this

I already did that many times but it's not working

As you can see in the picture it gives me some error, sometimes it would load and most of the time it won't, I don't have any antivirus and windows defender is off. I also tried clearing temp but it doesn't work

I got banned on 8th game, you guys need to be careful
