I think pc best

I tried it on PS4 but crossplay was a major problem because of PC players hacking... i'm still considering to move over to PC with Warzone.

I would recommend PC as there are less issues with PC in terms of connection. I work for a large Telecom business and the main issues I see coming in is from consoles like xbox and ps4 just for the fact the these companies don't actually upgrade their network cards. They're still using the old 100Mbps connection and the card itself hasn't been upgraded since like 2010 or something like that. PC has far less issues even over wired just for the fact that there is less latency issues with gaming compared to Console. When playing games over console ping/latency is the main issue you're trying to resolve.

Cela depend le cross play fait que sur ps4 tu sera moins bon appart si tu joue au clavier souris apres pour les performance je te conseille la PS4 car le jeux est tres mal optimiser sur PC que ca soit les connexion les fps les crash ect ect

Makes sense..... but even if you don't have a link equivalent to 100Mbs or bigger, that shouldn't be an issue...
That also won't effect ping due to it still being inside the required parameters...

I for example have a 10 Mb line and PS4, only thing I can see being an issue is the ping, but since i'm playing on PS4, which plays local country just as the PC whereas Xbox plays international servers.

Do you suggest that this could be that Xbox and PS networks could possible not be fully open from the ISP side?

It depends on the cross play makes that on ps4 you will be less good flat if you play with the keyboard and mouse after for the performance I advise you the PS4 because the game is very badly optimized on PC that it is the connections the fps the crashes ect ect.
