I don't know anything about making a cheat program , Does this depend on one programming language or multiple languages? And are there other things I should learn before I learn to make cheats?

it depends on programming languages try to start with C++ and you will find your way to cheat makes and good luck wish the best for you

well First learn Cheat engine / Then C# C++ IDA Reclass Net Assembly x64 or x86 or Learn Anti cheat bypass Then Make a Offline game hack Then Try Online
Other and simple

1 week	Learn the absolute basics of using Cheat Engine
2 – 3 weeks	Learn enough CE to use all it’s features, how to find pointers etc…
2 months	Learn C++/C# well enough to make a hello world and know the absolute basics of coding
3 – 6 months	Experienced enough to make very basic trainers in C++/C# based on stuff you find in Cheat Engine
6 – 12 months	Experienced enough to make hacks without pasting, basic aimbot & ESP
1 - 1.5 Years	Intermediate coding/reversing skills to hack any game you want without anticheat
1.5 - 2 Years	Start reversing anticheat

I have never heard in my life about cheat engines, is there a book or anything that can teach me

You must have some background in coding. Knowledge is not hard to find. You just search for exactly what you want.
