Go to task manager
Processes
End task the ghub
Run the ghub installer manually this should work if the program was properly installed.
then allow logitech ghub from windows firewall

Try restarting or run as admin

close all process related to it , and launch as admin, if that doesnt work , disable your anti virus, could be blocking something ,
