intel hd graphics is the worst thing out there, upgrading that is the first thing you'll have to do. but don't buy a gpu that causes a cpu bottleneck, that is annoying aswell

Usually it is recommended to upgrade the GPU when it is being used 100% for a performance boost, but if you feel that the FPS you get in PUBG right now is good enough, upgrade the processor. If you want more FPS, only then upgrade the GPU.

if you upgrade your cpu you will most likely change your motherboard because 4th gen uses a LGA1150 slot for motherboards. unless, you upgrade your 4th gen i3 into a 4th gen i7. not sure if it will make a difference in performance. but, if you have the budget to get a new cpu and motherboard then go for it. but if i were you i would just upgrade my GPU with high ram at least 8GB or do a CROSSOVER or SLI (using two gpu) if you have more than one PCI-e. also, upgrade your ram memomry at least 16GB if your motherboard allows 32GB go for it. this is just my honest opinion.
