I had the same problem once and windows defender showed a virus detected message. I had to deal with windows defender to be able to continue using it and succeed. you should disable windows defender to see if it works or not. I can't help because I've only had this happen once so I'm not sure if you're in the same situation as me, but this is still my honest advice.
