hard learning programming for years then maybe u can create ur own hack 
Like others mentioned before:
At first you need basic knowledge about programming itself
C# or C++ are a good beginning
And then you build upon your knowledge to reverse enginering their code,understand the code from the game you want to hack and modify it.
I know it's way harder then it sounds.

I have started with cheat engine.. Because most of the hacks are cracked using the static address and offsets...and using Cheat engine makes it easier to find the addresses
