Change server, or get better network service. As for FPS, I got a good gaming PC but the fps drops for me too, so I have no idea what to say about that.

if game is lagging choppy buggy thn its your hardware
if ping issue bullets not registering properly.. you are getting shots even if you are in cover thn its your internet
so decide yourself what changes you need to make
and use ethernet to access internet on ur pc/laptop

depending on the game you're playing, sometimes you could possibly find a better server to connect to.
Other than that you'll need to check with your isp if there are any hardware related issues.

1 Have a good internet connection. This is the base of all, without it you can't have shit. Search the internet, there is a lot of ways to test it.
