For your ping, if its just constant low fps, mae sure u plugged in in case its a laptop, If its related to some freezes, make sure cpu usage is not @100%

i always using vpn for playing some game like pubg or apex, it gave u low latency and no more packetloss
Make sure that nothing is downloading or uploading in the background, or other family members doing such things specially if you have slow internet. or you can look up methods on how to control internet usage for other users in your network
