Goto Group Policy Editor option using search in Windows 10. However, please note that you can only disable windows updates if you're a pro user.

I already stopped the update service but even so it keeps updating

Press the “Win + R” keys and enter the command: services.msc; Look for the “Windows Update” item in the list and double-click it; In startup type, leave it as "Disabled"; Click "Apply> Ok" and restart the computer.
