riot won't see all players in the world to see if they cheat, but if the opponents or just allies see some suspicious movement can report you and riot will watch the match

I think they have a bot who count how many reports you have, at least here in Brazil is like this, because riot dont have anti-cheat here, but in USA I heard they have anti-cheat in LoL, so its a little hard to say the real way they use to indentify

It would not happen in a specific case, the report of other players that leads the riot investigation department to search their log records, but usually they don't look at random accounts.
