I think they have a bot who count how many reports you have, at least here in Brazil is like this, because riot dont have anti-cheat here, but in USA I heard they have anti-cheat in LoL, so its a little hard to say the real way they use to indentify

It would not happen in a specific case, the report of other players that leads the riot investigation department to search their log records, but usually they don't look at random accounts.
