dunno, but some pcs have turbo modes, like it just goes full throtle, make sure its enabled ? specially laptops. try that. Also make sure your game is running full performance instead of quality/battery/energy saving modes.

you should check if minecraft is allocating your ram properly, it's either on default and that gives you low fps or make it allocate more ram in launch options.
